Damn, that *is* a long list... :)
Comments given only on the one issue where I have something which
might evolve into a clue if I work on it.

SSH listens on port 22, and telnet on 23. They are completely
separate services, which share the characteristic of offering
you access to a shell session. You can shut down telnet via the
GUI and be happy; worst case, if SSH breaks you can allow telnet
via the GUI temporarily with no harm done.
