If they block pings permanently, then you should be told that before you
contract with them. If they do it from time to time to fight a DOS
attack, then they should either put the information on a website, notify
you by email to an emergency contact address, and/or at least tell you
nicely when you call with a problem.

This, in my book, would definitely require notification to each
customer, to an emergency email notification address at worst.

And the way you do that on a RaQ is to enter the correct netmask (see my
previous post; in his case it would be 255.255.0.0), and then simply set
up a site at the IP#.

But it is their fault if they insist their network is running normally
when it isn't.
