First, you'll never have the time to spend going through people's history
files to see what they've done. (And even if you did... would you want to?)

Second, even if you do catch them doing something funny... well, they've
already done it.

Third, anyone with 2 hours worth of Linux experience (or shell experience at
all) who reads the man pages will figure out how to clear their history
immediately after doing funny things, and also to wipe their history
automatically as part of logout scripts. That is, of course, if they don't
simply disable it altogether, which is even easier.

Shell access is dangerous... no offense, but you sound like you're getting
started from your tone (correct me if I misinterpret you). All of the
quickest/easiest ways to hack into root start at a shell prompt (there are
others, but you see my point).
