Why? What is their need for shell access? You'll find that few hosting
provider allow this, since it's a huge security risk. HUGE. Also, there
really are very few things for which a hosted customer needs a shell prompt.

There's really not much you can do. Remember, these are websites, which *by
definition* must be world-readable. You can create a "chroot" environment
for the shell, where the user is restricted from going above a certain
directory (thus can't go anywhere else) but that is far beyond the scope of
this list.
