Goodluck, we have tried the same, not with a cobalt yet but with an SCO with 
the latest
 version of sendmail, this is called the 'anit-spam' justification from them
what we did is give the mail server a new IP, and we just keep doing that 
until they hopefully run out of steam, but then that is not likely.
