[cobalt-users] Blocking emails sent to 'all' users on server

I've often been the victim of spam sent to every user on a server. I don't
know how the spammers do it, but I do know that I don't want them being able
to use *my* server this way.
Can anyone tell me what to put into place so that spammers can't do the
*@server.com or all@xxxxxxxxxx or whatever it is they do so that their
message goes to every user on the server?
