Hi,

I had a similar problem on a RaQ3i. I discovered that under the 
"server management" - "network" config window.

"Interface Settings - Network 2" for the second ethernet port was activated.

The strange thing is I don't remember activating the second ethernet 
card since I was not using it in the first place.

When I removed the ip address ftp speed returned to normal.
