I followed the instructions given on Cobalt's site and that worked for me.
I know it says something about being for the CacheQube only, but they're the
same basic instructions you can get from the Squid site too, only less
complicated. :)

After editing the squid.conf file, stop and restart squid.  Then test it
from outside your ntwork, and you should get an access denied message.

If my specific ACL will help you, I can send that to you.  There are some
updates that I've installed that have overwritten my squid.conf, so I am
careful to keep a backup of the file so I don't have to retype the ACL.
