you can do it (i think) from the admin control html page.
Control Panel : Service Settings : Tick the box for Telnet

Hi list,
I've got a bit of a large problem with a RaQ3 - the client who "controls"
this server
has commented out telnet from inetd.conf - so the machine can no longer be
accessed
via telnet - and SSH isn't installed. FTP is working fine, but of course
inetd.conf
can only be edited by root, root hasn't got ftp permissions, and you can't
su in FTP
:-(
Is there anything at all that I can do to get telnet access back on this box?
