If you send spam through your ISP's mail server, they'll be onto you right 
away.  Many people have gotten around this by using an external mail server 
to do their spamming.  ISPs are hoping that if they force you to use their 
SMTP server, you'll be less likely to spam.

Personally, I just think it's a big pain in the butt, but perhaps it does 
some good.
