If you're an newbie to server administration, I would suggest you to
hire someone to setup the system for you. It is so complicated, that
if you're a newbie, there's a greater chance you'll either a) wreck
your server, or b) get incorrect readings.

It requires you to install either the ipchains or ipfwadm utility 
(according to your kernel version), and set the system up to add a IRC
accounting rule (at all times, also after reboots). And then you need
to program a small utility that will collect this data several times a
day -- and then a program (could be a webpage) that will let you check
these statistics.
