You're wrong.
Adding entries to the hosts.deny file would only block _incoming_
connections that are processed by the inetd program.
As IRC clients use _outgoing_ connections, and do not use the inetd
program, then your trick wouldn't help at all.
To block outgoing connections I would recommend either reconfiguring
your firewall, or by using ipchains/ipfwadm on your server.
