An e-mail account is a user. Furthermore, quotas are done based on
user and groups and in the traditional RaQ format quotas are set
on both in the /home partition as well as having /var/spool/mail
symlinked to be under /home so as all the user files, including
e-mail will be checked in the quota.
You could add the user, then telnet or ssh into the box and
rm -rf <users_home_directory> but that will only clear up a
few kilobytes from the group/site quota.
