Doh!  I haven't worked with the pop-before-smtp package in the past
and I wasn't aware that it contained the 2.54 rpm.

The new version pop-before-smtp-1.2-3 will not contain the 3.0.2
RPMS.  It depends upon them being there, and the install will fail
if it can't find the RPMized version of qpopper-3.0.x.

The new versions of pop-before-smtp are available now, below are
