Without a CD or Floppy drive, I assumed this point. And I already have
motherboards with BIOS that do the "network boot" routine. That's why I
asked. I just got my recovery CD today and I think I shall play this
weekend....
License Agreements aside for the moment, it would be handy to be able to set
up a cheapo system identical to the Cobalt and play with scripts, tweaks,
etc. on it without worrying about breaking your production machine. Those
into piracy (I'm not) could conceivably misuse the recovery CD in other
ways, too.

And as long as the "home built" PC has a bios that knows enough to read
the data pouring through the ethernet cable on bootup, right?
I think you've missed a few points. The bios has to enable this.
