I actually recommend, that you uninstall PHP3 and get MySQL and PHP from their websites. You can compile them very well on your RAQ, too.

But, if you're going for the RPMs, then you should install MySQL first (you might want to restart the machine after the installation and check out if anything is installed as wantet) and the install the PHP3.0.16 RPMs.

Please take notice of the fact, that the RPMs on the ftp-server of cobalt are kinda old. The latest stable version of MySQL (can be found at www.tcx.se) is 3.22.32 and there is 3.23 on it's way to be released. The latest stable of PHP is PHP 4.0.0 which you can find on the www.php.net site.
