[cobalt-users] Raq3's in built mailing list

First, please forgive me or my lack of knowledge here.
Could someone explain what the 'create a mailing list' function on the raq 
does?
I gather it is not creating a majordomo file, because I dont see where to 
configure it, where to set a parallel digest list...etc...
What is that?
