The lastest version of PHP is 4, and I am not sure about mysql, go to
mysql.org (.com?) and check.  You'll have a bitch of a time tho, because
you will have to upgrade apache, and teh RAQ3i comes with an old version
of apache that still uses srm.conf and access.conf and since apache 1.3.6
they were all merged into httpd.conf, so you will have a hell of a time to
make it work, if its even possible, because I am sure there is some funky
stuff in the configs that the raqs use.
