This article explains how to remove the pass-phrase from your key.
It worked for me!

Subject: [cobalt-users] Secure httpd not running after reboot
I am having a problem with our RAQ2 where shttpd is not restarting on
reboot. By checking further, it appears that when shttpd is started for
the first time, it waits for someone to enter a PassPhrase to decode our
private key PEM file.
We cannot change our private key without re-generating all our certificate
files, which is a giant pain. Has anyone run into this before, and if so,
have you found an easy way around this problem?
Thank you! Any ideas are welcome!
Regards,
Chris
