It has been my experience that this does not always restart sendmail.  It
can leave quite few sendmail processes running, which means the effect that
you wanted (restarting sendmail) does not always happen.  Now, rebooting will.

I suggested the next time that it happens, try the following:

killall -HUP sendmail

Which will send SIGHUP (restart) to all sendmail processes.

The major concern I would have is why the Raq3 is not receiving mail. What
error message so you get, have you look into the log file for answers?  Is
mail getting bounced?
