Without seeing the rule I have no idea why the form email fails to pass
it.

Without knowing the form mailer I'd have no idea why the form email
fails to pass it even if I saw the rule.

Everyone in Armenia?  Or just people from Armenian domains?

Check the mail logs.  Check the mail queues.  And find out what browser
they use.

In short, not enough information to help.
