 Well it is not imaginary.  We were not able to resolve it until we went in
 as root and stopped MailScanner via command line.  This took three tries to
 get rid of all instances.  Using the restart command was not successful.
 For the most part, restarting with the GUI works but occasionally, it
 doesn't.  When we just add a new site, it is not recognized by the mail
 server until we restart mail server.  I was hoping someone here had found a
 permanent solution for this.
