I continue to experience this problem and last time I posted about it I got 
the impression everyone thought I was imagining it.

The problem is resolved when the mail server is stopped and started in the 
GUI  after adding a new site. The problem only affects the new site.

I use Solarspeed's AV & Anti-Spam Suite on my RaQ 4.
