I think both Dan and Zeffie have missed the original two posters' point;
it's not that sendmail isn't starting back up, but rather that it
appears to go down more often.
Sendmail was designed in the days when there were lots of ways to send
mail, besides the Internet, and it still has code to support all of
them. It was designed when email was considered a "least-important"
service, with supporting local users the top priority.
Because of this design, it will automatically shut itself off if the
server load becomes too high; that is configurable through sendmail.cf,
and should be through other configurations methods as well.
The Sun Cobalt "heartbeat" monitor will attempt to restart sendmail
every fifteen minutes, but if server load is still high it will be
unsuccessful, and you'll get that message.
I'm not sure why your server is experiencing higher load when you
install blocklists. Are you sure all the blocklists you've chosen are
working properly and replying in a reasonable timeframe? Have you
tried manually testing the blocklists to see if they're putting a load
on your server?
