It appears as if the posters who responded on Sunday missed your point,
and that you're not asking about webmail at all.
Have you looked at fetchmail? Fetchmail can pick up mai from any of
these protocols:
"POP2, POP3, RPOP, APOP, KPOP, all flavors of IMAP, ETRN, and ODMR. It
can even support IPv6 and IPSEC"
and inject it into your RaQs incoming smtp stream.

While it's designed to be used over on-demand TCP/IP links rather than
always-on connections, it works fine on permanently connected systems
as well.
