This might be not the correct answer for you but I had the same problem a
year ago when I was surfing on the net.
What I had to do to stop the downloads of the index files was the following:
In the advanced settings of IE, I checked the User HTTP 1.1 through proxy
connection and the problem was solved.
Again, it's a wild guess but it solved my problem.
