*Sigh*  

First, there is no standard location of Apache except
on a Distribution basis.

Second, Cobalt's distribution is based on RedHat.

Third, RedHat has been sticking Apache in /etc/httpd/
heirarchy for some time for config files and data
and the actual httpd binary in /usr/sbin/httpd, the
same place it installs all the other daemons.

How is it making this harder for you?  By using the 
RedHat file system layouts?  I wouldn't call this 
making things harder for the average user.
