Yes, the RaQ can be a primary and or secondary, it is probably
a good idea to register two host names with Network Solutions.
I made an "a" record for both RaQ's and used the main IP address
on each ns1.YourBiz.com for the Primary and ns2.YourBiz.com for the
secondary. I have two RaQ's sharing a block of 255 IP addresses
and my upstream provider handles all reverse DNS

If you have your own block of IP's than you must manage the
reverse resolution, but most small ISP prefer to use their
upstream providers IP addresses, then your provider will
need to setup reverse resolutions. Just send them the
domain names and IP addresses for your clients. Their
are a lot of pro's and con's to getting your own block
of IP addresses, but most small ISP prefer to use
their providers IP addresses.
