Making the change to only the /etc/passwd file lets the user log into his new "home" directory. But it does NOT let him actually ftp files.
To implement that fix you must also make a change to the /etc/group file, adding the username back to the "siteX" group (in my test case it was "site5".
Then there's only one problem left: Since there are no admins, there aren't any users left who can look at site stats. I presume there are other users who've implemented other packages. Fathi; you've been working with Webalizer. Will it work (and allow anyone to see the resulting stats) WITHOUT an admin user?
