Jeff, you can probably go into the template files that the user's site
management screens are generated from and remove or edit whatever
functionality you want so that it's not available when the site is created.
Also, I suppose you could edit the actual site management files after they
are created and remove the "Add Users" button.  The templates should be
somewhere in /usr/admserv/templates.
