Subscribe Me (Pro?) has a feature that will let you send X number of emails and then wait for Y number of [hours, minutes,...] time. After that it resumes. However, it uses a flat file database (*.txt) and I'm not usre it can handle large lists (20k, 50k,...)

We've got a client who uses "Subscribe Me" on a RaQ3, but we throttle
down email delivery to less than 5,000/hour to keep the rest of the
services on the box running and happy.
