Well then I am a little stumped. There should be nothing stopping you
from executing that file then.

The fact that it returns what you posted in your other response is very
strange. Do you get the same with the other start-up files as well?

Have you tried using an absolute path instead of a relative?

You have not modified that file at all have you?

What is the permission of that dir? Is it allowing you to execute files
in it? It should but I am just trying to think of everything.

You may want to consider a fresh install, but that may not be it at all.

You can also verify the paths you set are valid and work?

Try typing 

$CATALINA_HOME and hit enter and see what you get? You may want to check
out the other env vars that you set as well.

Other than that it is very strange? Anything in the log files? Doubt it,
but at this point look at everything.
