It's not really per site; it's per IP#. If you bandwidth limit a site
to 300 kbps, for example, all sites using the same IP will have the same
limit. So ideally, to limit this site, it should be on it's own IP#.

Don't know, as I've never had to limit a site. For colocation, we
"shape" the connection to 5mbps (that's equivalent to 3-1/4 T-1 lines),
and our base charge includes 100 Gigabytes of transfer per month (that's
equivalent to 1/5 of a T-1 line running 24/7).
