Hi Jody,
Malcolm already told you how to install these packages. I want to answer
your other question: No, PKGs are not RPMs. They are .tar.gz's that mainly
include a packing list, an install script, an uninstall script and some
RPMs, patches or whatever.
You can easily create PKGs for yourself, this it documented here:

Dear fellow Cobalt intellects,
Obviously I know how to install software via the browser but I need to know
if you can install packages via telnet - for example are the pkgs RPMs? And
if so can I install by simply doing rpm -i package_name.pkg?
Thanks in advance,
Jody.
