Question: are you attempting to access a site that is using a shared IP on a name-based virtual host? If so, accessing http://ipaddress will get you only the "primary" site. Is this the case, or is http turned off altogether?
If you need to access a name-based virtual web-site while nameservices are not available, you'll need to update your /etc/hosts file on your local machine (the one you use your web-browser on). Add:
www.sitename.com xxx.xxx.xxx.xxx
ww2.sitename.com xxx.xxx.xxx.xxx
etc.
FTP should / etc should work fine using only the IP address. If you can't access the machine using FTP, then they have probably disabled it with a firewall or by kill the daemon. If you have root (admin) access, you may be able to restart the services.
If all else fails telnet in, you could tar -cf sitesname.tar /home/sites/sitename, then email the file to yourself.
Suggestion: use the web-based "backup" (if you can) for each site from the site-administrator, then restor the files on the new machine. You will first need to configure the new machine, of course.
For Windoze NT users, /etc/hosts is found in WINNT\system32\drivers\etc\hosts
Windoze 95, it's in \win95\hosts
