[cobalt-developers] Raq3 latest Updates ANOTHER GLITCH

FYI,

    Noticed any files created by .cgi or .pl (maybe others) are time 
stamped 3 hours later than the current time. Is anyone else having 
this problem ? Check your time stamps..

   Have already checked time settings in the manager.
