OK, I've found where the problem is. Have a look at this URL:

At the bottom it states:
"As of 1.2.0rc1 it is possible to prevent end users from altering the
permissions on files in directories they have modify rights to. The
AllowChmod directive, which defaults to deny, can be used to allow chmod on
a server, global, virtualhost or directory basis. Giving a much finer degree
of control over what the end users are capable of."
I guess Cobalt missed this <sigh>.
I've not found how to set this globally yet, but if you edit your
/etc/proftpd.conf (make a backup copy first!) and add the line:
AllowChmod on
within the <VirtualHost xxx.xxx.xxx.xxx></VirtualHost> tags and then restart
inetd:
etc/rc.d/init.d/inet restart
Now all starts working for that virtual site <whew>.
I'll post more as I find it.
