Barry,

I'm neither support nor sustaining but did write the DNS interface.  In
the DNS UI, add an arbitrary A record, "null.foo.bar -> 172.27.28.29". 
Do all the network authorities now appear in the authorities pull-down
menu?  Is this a sufficient work-around for you?

Any details you can provide directly to me (off-line for the benefit of
my developer friends) would be appreciated.
