extensions... however, it is important to note that there are some functions of Interdev that will not work (namely the ability to create new webs, modify web site settings, and enhancements like visual source safe).
This is 100% true for the RaQ3 with Chili!Soft ASP.Some of the problems you note, like creating new webs and modifying site settings have to do with the way Cobalt modified the Frontpage extensions on the RaQ1, RaQ2 and RaQ3.
With RaQ4 Cobalt changed how they deal with the Frontpage server extensions. They are very close to the generic extensions. As such you can create subwebs and use more of the site permission settings that you couldn't on a RaQ3 or earlier. This also means if the only box you've used Frontpage on is a Cobalt RaQ3 or earlier that you will need to do some minor Frontpage re-education.
Visual Source Safe and other Interdev-specific enhancements won't be there on a Cobalt box if they aren't supported under the generic Unix FP port, but the Cobalt RaQ4 does fall more in line with expectations now as far as FP functionality.
