Try replacing the RAM, and/or the CPU.
When the server boots up it loads the ROM code into RAM and then jumps to
the code in RAM.

Either the RAM is bad, or the CPU, obviously there could be other issues,
but most likely it is one of those two.

BTW you shouldn't be using telnet....
