And then exactly 15 minutes later I get a new message saying the the e-mail
system is functioning properly.

I am using a Qube3 and I really don't have a clue why this is going on, like
I said it doesn't do it all the time, maybe once a week sometimes not at
all.  What log can I look at that would tell me a little bit more about this
issue?

If your mail server is getting overloaded, it will shut itself off (self-protection). AM detects this on one run, notifies you, and automatically restarts sendmail 15 minutes later on the next run.
