How did they manage that? Once an account exists on the server, Linux
won't let you establish another with the same name. Even if there were
a bug in the RaQ gui, it's impossible to do it with Linux.

Switch to using a system with a control panel that handles virtual
users.
The RaQs use only system users, and there can only be one system user of
any given name on a Linux system.
We're experienced with both the Plesk and DirectAdmin systems, and both
allow virtual users so you can have as many admin email accounts as you
want.
But you can't do it on a RaQ.
