The only thing that has happened recently is that I have applied all the recent Cobalt patch updates. The auth_pam line is still set correctly in
the httpd.conf so now I am stuck. If the problem is related to the
patches then someone else out there must have already experienced and
resolved this problem!

You can change ownership globaly within the webalizer.pl script:
/etc/cron.daily/webalizer.pl
