[cobalt-users] Apache 1.3.28 for the RaQ2

Since Apache 1.3.x is no longer being built into redhat systems I don't have
a redhat 9 version of Apache to port over to the mips boxes...  and since I
don't feel like being the one to maintain the old, and since I think the
older mips boxes are great educational boxes...  I have built the current
apache 1.3.28 and packaged it up...

This package will need a reboot.. otherwise restart the main and admin
server by hand
