Things seem to have gotten faster today, with no change by me. Got
WinMTR and see about 8% lost packets (over 600 packets) at the host just
before the offending Raq4. All other hosts along the way have almost no
lost packets. Is this lost packet percentage enough to cause such a
noticeable degradation? Also, although I haven't tested it explicitly, I
haven't noticed any slow http connections when the ftp server is so
slow. I'll have to run WinMTR next time it slows down again.

Would this be the switch at our colocation company?

Could be, but I'll have to hit the ipchains docs. Any easy way to know
if it's a firewall issue?
