I have viewed the rest of the "re" messages on this. If the user needs to
be able to alter this on his/her own, you will have to create users.
HOWEVER, to do this in the proper unix/sendmail way, I would just manually
add lines to the /etc/mail/aliases file (you'll understand the format when
you see it) and run newaliases. This way, you do not need any new users,
just their aliases that will be used.
One caveat with this: if this machine is hosting multiple domains, remember
that the local username must be unique on the entire box across all of the
domains.
For an application like this, you may want to consider either:
A. a contract with them to do this for them on a timely basis, or
B. a separate box for the campers (username@xxxxxxxxxxxxxxx or whatever)
that they can have root access to in order to add the aliases themselves,
along with a little instruction or some fancy cgi web page scripting that
will let them do it web-based.
Just a couple of ideas...

It is possible for a virtual domain to have email forwarding accounts
without users and login/password in the GUI? I have a "camp" that wants to
setup an email @theirdomain.com for each attendee - these MUST be forwarded
to the attendees existing email account/ISP - they accept this, but if I
enable 5000 users, just be adding the users and setting up the forwarding,
they eventually use their quota in empty folders with an index file in the
users/username/web/ folder.
