If your only concern is breaking the quota limit,
You might be able to run a cron script that deletes all the web directories that cobalt will
Create for each user.
i.e. rm -r /home/sites/www.campsite.com/users/userXXX/web
This should give them a profile and a GUI, but no place to add web content.
I haven't tried it, and hopefully nothing will break when the dir is not there when you delete the users again.
