I don't use Outlook Express. I don't use POP b4 SMTP on my server. I
have my own IP in the relay field so I can use SMTP. My customers use
their ISP's SMTP.

What length of time do you have your POP before SMTP set for? Try
waiting longer than that and do not POP your server at all before
sending another email with your server set as SMTP. You should not be
able to relay. Your SMTP authorization should have timed out.

No, it's not. That's not how it works.

It wouldn't if you had previously used POP and been authenticated.
