On the monitoring side of the question we use a package called NOCOL.
and it can monitor and email when certain services are stopped. Just checked
the web site and now they renamed the package to Snips.

This package runs pretty easy on most Linux/Unix System and we run it
remotely and montior our entire network from the outside. Its nice
and easy interface makes using it extreemly liked in our support pool
where our support staff can look at the whole network from one web site
update records and changed to the network as they wish.  Hope this helps.
