You were on the right track. However, you were doing recursive
queries from your default resolver(s). Start at one of the
root-servers.net, use non-recursive queries, and manually follow
the glue records.
All NSes should have consistent RRs. When the serial numbers
differ as much as they do (Cobalts have meaningful serial
numbers), it's clear there has been no propogation. When the NS
RRs don't match, it's clear there are probably two separate
masters, especially knowing how Cobalts work.
